Plan de mejoramiento para la gestión integral de los recursos ambientales delegados a la UMATA del municipio de Yumbo

This document proposes the formulation of an Improvement Plan for the comprehensive management of delegated environmental resources to the Municipal Agricultural and Environmental Technical Assistance Unit (UMATA) of the municipality of Yumbo. This Plan was developed on the basis of an Environmental Diagnostics conducted by UMATA in 2018.
For the development of the Plan, three phases were established, the first called "Characterization of the Environmental Diagnosis", which includes the following: Qualification of the Management Capacity of the municipality (through six variables); Construction of the Municipal Environmental Management Index (GAM); and Identification of the typology of the municipality. For this instance, the Administrative Management Guide for the implementation of SIGAM of the Ministry of the Environment for the year 2002 (now called the Ministry of Environment and Sustainable Development) was used. Subsequently, the main environmental problems of the municipality were identified, among which are the water deficit in the municipality's basins, especially by industrial zone; the deterioration in water quality due to discharges of domestic, industrial, and agricultural origin (use of fertilizers); the deterioration of the air resource by fixed sources (industries) and mobile (vehicles); the reduction of the ecological processes of the Platanares, Higuerón and Pelongo wetlands; the inadequate disposal of solid waste and rubble in the round of the Yumbo river; the absence of environmental culture of the inhabitants. Likewise, DOFA arrays were built in environmental matters; and the description of UMATA's environmental functions. The results of this phase showed that the municipality of Yumbo presented a medium GAM index (286 points) and belongs to municipalities whose typology is B1.
The second phase called "Formulation of Improvement Strategies", strategic lines, programs and projects were proposed as practical proposals for environmental action, taking into account the results of the DOFA matrices and the environmental functions of UMATA. The strategic lines were designed through a free Inghenia software, which allowed the weighting of four factors (Weaknesses, Strengths, Threats and Opportunities), where from the weight assigned to the factors mentioned, the current context of the UMATA was identified, the optimal condition and the strategy to be used. As a result, UMATA required the deployment with FOCUS OF DO (Min-Max) and FO (Max-Max) in which weaknesses are minimized and opportunities and strengths within the entity are maximized. Consequently, four (4) strategic lines were defined: Efficient Water, Sustainable Soils, Yumbo Biodiverso, Environmental Education and Citizen Participation. These lines are made up of a total of seven (7) programs and nine (9) projects.Finally, the third phase "Monitoring and Evaluation of Strategies", indicators of compliance and investment were proposed to monitor strategic lines, programmes and projects in order to determine the degree of compliance with the implementation of the plan by carrying out a continuous evaluation for each of the indicators raised.
In conclusion, the above proposal is a technical instrument of planning to support environmental management, pointed to the implementation of strategic lines, programs and projects aimed at avoiding and/or minimizing the negative impacts caused by environmental problems present in the municipality of Yumbo
