We build the IPEM_RC 2013, which is a Multidimensional Energy Poverty Index for the regions of Colombia. In general terms, thisindex identifies and offers a quantification of the energy lack in Colombian households. The construction of the index is based on information from the National Quality of Life Survey 2013 and the regions are identified in accord with DANE guidelines. Results indicate that at the national level, the IPEM_RC reaches a value of 0.233. By regions, the IPEM_RC indicates that the pacific region (excluding Valle del Cauca) presents the worst situation in terms of energy poverty and it is also the region where the gap between urban [0.28] and rural [0.50] areas becomes widest. When compared to other welfare indicators, the IPEM_RC performance resembles their behavior as well, implying that welfare and energy lack are inversely correlated
